Casella Mid-Atlantic, LLC is submitting a Municipal Waste Transfer Facility Permit Reissuance Application to the Pennsylvania Department of Environmental Protection, Bureau of Solid Waste Management, 2 Public Square, Wilkes-Barre, Pennsylvania 18701-1906. This application is for The Tamaqua Transfer and Recycling Station (Permit No. 101625) located on Sewage Plant Road, near Tamaqua, PA. This permit is currently held by Environment Awareness Corp., Inc.
The Pennsylvania Department of Environmental Protection requires Municipal Waste Transfer Facilities to reissue previously approved permits once facility ownership changes. For the permit reissuance, Casella Mid-Atlantic, LLC. proposes no operational changes to the Municipal Solid Waste Transfer Facility which is currently permitted for 300 Tons per day.

Comments must be received by PaDEP within sixty (60) days of notification recommending conditions upon, revisions to, and approval or disapproval of the permit reissuance, including specific reasons described in the comments.

NOTICE IS GIVEN that the Council of the Borough of Jim Thorpe, in Carbon County, Pennsylvania (the "Borough"), at its meeting held on September 11, 2025, enacted an ordinance, the caption and summary of such proposed Ordinance being as follows:
"ORDINANCE
OF THE BOROUGH OF JIM THORPE AUTHORIZING AND SECURING THE ISSUANCE OF A GENERAL OBLIGATION BOND (MEMORIAL HALL), IN THE MAXIMUM PRINCIPAL AMOUNT OF $2,247,060, TO THE UNITED STATES DEPARTMENT OF AGRICULTURE, RURAL DEVELOPMENT PURSUANT TO THE PENNSYLVANIA LOCAL GOVERNMENT UNIT DEBT ACT, TO: (1) CURRENTLY REFUND THE OUTSTANDING GENERAL OBLIGATION NOTE, SERIES B OF 2023 PREVIOUSLY ISSUED BY THE BOROUGH AS INTERIM FINANCING TO CONSTRUCT IMPROVEMENTS TO MEMORIAL HALL, (2) COMPLETE THE CONSTRUCTION OF SUCH IMPROVEMENTS, AND (3) PAY COSTS OF ISSUING SAID BOND; ACCEPTING A USDA LOAN PROPOSAL TO PURCHASE THE BOND; SETTING FORTH THE TERMS AND SUBSTANTIAL FORM OF THE BOND; PLEDGING THE FULL FAITH, CREDIT AND TAXING POWER OF THE BOROUGH TO SECURE THE BOND; APPOINTING A PAYING AGENT AND SINKING FUND DEPOSITARY; AND AUTHORIZING RELATED ACTIONS AND DOCUMENTS.
The purchase price of the General Obligation Bond (the "Bond"), authorized by the Borough is $2,247,060 (100% of the principal amount advanced), and the fixed interest rate (and yield to maturity) payable on the Bond is fixed at 3.50% through maturity. The enacted Ordinance, without amendment, is available for inspection in the Borough Building, located at 101 East 10th Street, Jim Thorpe, Pennsylvania, on any regular business day of the Borough between 8:30 AM and 4:30 PM. This Notice is given in accordance with the Pennsylvania Local Government Unit Debt Act.
