NOTICE IS HEREBY GIVEN that the Board of Supervisors of Penn Forest Township, Carbon County, Pennsylvania, will hold a special meeting on Friday, September 12, 2025, beginning at 2:30 P.M., prevailing time, at the Penn Forest Township Building, 2010 State Route 903, in Penn Forest Township. The purpose of this meeting is to declare whether or not the Penn Forest Township Zoning Ordinance of 2011, as amended ("Zoning Ordinance"), or portions thereof, is substantially invalid for failing to permit data centers or data center accessory uses. If the Board of Supervisors determines that the Zoning Ordinance, or portions thereof, is substantially invalid for the foregoing reasons, it may enact a Resolution entitled "A RESOLUTION OF PENN FOREST TOWNSHIP, CARBON COUNTY, PENNSYLVANIA, ADOPTED PURSUANT TO SECTION 609.2 OF THE PENNSYLVANIA MUNICIPALITIES PLANNING CODE DECLARING THE PENN FOREST TOWNSHIP ZONING ORDINANCE OF 2011, AS AMENDED, SUBSTANTIALLY INVALID AND PROPOSING TO PREPARE A CURATIVE AMENDMENT TO OVERCOME SUCH INVALIDITY". INVITATION TO BID
Sealed Bids will be received by the Franklin Township Supervisors, Carbon County, Pennsylvania, at the Franklin Township Building, 900 Fairyland Road, Lehighton PA 18235 until 5:00 P.M. prevailing time on Thursday, September 18, 2025. The Bids will be publicly opened and read aloud at a special meeting of the Board of Supervisors to be held on Thursday, September 18, 2025, at 6:30 P.M.
Bids will be received for the Christman Field Rehabilitation Project Phase 1, and Phase 2C.. Three bids will be part of this project. Bid #1 includes the rehabilitation of the existing driveway, creation of new ADA accessible parking spaces, construction of a gravel parking area, extension of existing stormwater collection system, and incidental items related to the project. Bid #2 includes the construction of pavilion style additions to the existing concession building, Bid #3 includes construction of a paved parking lot on the east side of the existing driveway.
Contract documents, including specifications are on file at the office of the Township Secretary, 900 Fairyland Road, Lehighton, PA 18235 (610-377-1773). Copies of the Contract Specifications can be obtained at the office of the engineer, Carbon Engineering Inc., 350 N. Pine St., Summit Hill, PA 18250 (570-645-9545). There is a non-refundable fee of $50 made payable to Carbon Engineering Inc. for each set of bid documents.
All Bids must be submitted on the forms furnished by the Engineer and must be accompanied by a certified check or a satisfactory Bid Bond executed by the Bidder and an acceptable Surety payable to the Summit Hill Borough, in the amount equal to ten percent (10%) of the total Bid.
A Pre-Bid meeting will be held at Christman Field, located along Walnut Road at 3:30 PM on Wednesday, September 10, 2025. All interested Bidders should attend. This is not a mandatory meeting; however, this is the only field view to be conducted by the Township, and only questions presented at this meeting will be addressed prior to award unless the Township feels additional items or explanations need to be presented. After the Pre-Bid meeting these will be in the form of a written notice to all Bidders.
The Board reserves the right to reject any or all bids received, and to waive any informality in the Bidding. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project; that the Contractor shall comply with Equal Employment requirements of Executive Order No. 1246 and 11375 and shall ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, national origin, handicap, sexual orientation, or gender identity or expression.
The successful bidder will be required to provide a performance bond and payment bond each equal to the amount of the total Bid.
Bids may be held by the Board for a period of not to exceed sixty (60) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to awarding a Contract.
