INVITATION TO BID
Franklin Township, Carbon County, hereby solicits bids relative to the provision of landfill and/or transfer station services for the disposal of municipal waste, as that term is defined in the Pennsylvania Solid Waste Management Act, Act 97 of 1980, as amended.
Franklin Township provides collection and transport services of municipal solid wastes and estimates that the tonnage to be disposed of will be approximately 2,000-3,000 tons annually, some of which may be generated in municipalities other than Franklin Township.
Said bids, to be submitted in writing and in sealed envelopes marked "BID FOR LANDFILL/TRANSFER STATION SERVICES", shall be delivered to the Secretary of Franklin Township, at the Franklin Township Municipal Building, 889 Fairyland Road, Lehighton, PA, no later than 3:00 p.m., TUESDAY, APRIL 21, 2026. The bids so received shall be opened and read aloud that same evening, at the Board of Supervisors' meeting beginning at 6:30 P.M., prevailing time.
Each bid must be accompanied either by (a) a certified check or bank check in an amount equal to ten (10%) percent of the amount of the bid to provide the disposal service for the first year, payable to Franklin Township, or, (b) a bid bond in that same amount with good and sufficient surety, payable to Franklin Township.
Bid forms, specifications, instructions to bidders, and all necessary information may be obtained at the Franklin Township Municipal Building during regular business hours.
All persons hereby are advised that Franklin Township shall take into account the distance that the bidder's proposed landfill and/or transfer station is located from the Franklin Township Municipal Building, said distance to be calculated in road miles, as driven, using a Franklin Township vehicle and employing the most direct and safest route as determined by the Board of Supervisors.
The successful bidder must provide a performance bond in the amount of 100% of the amount of the contract, with a good and sufficient surety, to the benefit of Franklin Township, within twenty (20) days of the award of the bid.
The Board of Supervisors reserves the right to reject any or all bids, and to waive any and all technicalities, informalities or other minor deviations in the bids or bidding process.
