NOTICE TO BIDDERS
The Township of Whitehall is accepting bids for the following project:
BID #2026-01: "2026 ADA HANDICAP RAMPS, CURB AND SIDEWALK IMPROVEMENTS, DESIGN BUILD"
Sealed bids will be received at the Whitehall Township Municipal Building, 3219 MacArthur Road, Whitehall, PA 18052, by Lenore Brazier, Purchasing Agent, or her designee, until 10:00 a.m., Local Time, on Wednesday, April 8, 2026, at which time they will be opened, in front of a Township Witness. Late bids will not be accepted.
Bid security in the amount of ten percent (10%) of the bid price shall be submitted with the bid. Additional post-award bonding requirements for this project include a Performance Bond, a Labor and Material Payment Bond and a Maintenance Bond.
In general, the Project involves the 2026 Design and Construction of thirty-six (36) ADA Handicap Ramp Corners along four (4) Project Areas within Whitehall Township. 1) Arlington Knolls Section (21) ADA Ramps 2) Alberta Drive (8) ADA Ramps from Sunset Drive to Georgia Drive 3) Georgia Drive (3) ADA Ramps from Presidential Dr. to Locust Alley 4) Fullerton Section 8th St. (4) ADA Ramps from American Street to Jefferson Street. The Arlington Knolls Section (21) ADA Ramps must be completed by July 1, 2026, in order to allow sufficient time for Street Paving. The remaining sections must be completed by August 3, 2026.
The Contractor is also required to engage the services of a Professional Land Surveyor or Professional Engineer to Survey and Design (36) ADA Ramps for construction compliance with current ADA Standards.
This project is subject to the Pennsylvania Prevailing Wage Act, approved August 15, 1961, P.L. 987 (Act No. 442), as amended and supplemented, and reference is made to the prevailing minimum wage rates applicable to this project which have been promulgated by the Secretary of Labor and Industry.
Bidders shall have at least five (5) years past experience in ADA Ramps concrete curb and sidewalk work.
The successful bidder is expected to be able to start work in May 1, 2026, and shall complete all work by August 3, 2026. Liquidated damages of $250 per calendar day will be assessed to the Contractor for any HC Ramps that are not completed by the August 3, 2026, completion date until its satisfactory completion.

Whitehall Township reserves the right to determine, in its sole discretion, whether any aspect of a bid satisfactorily meets the criteria established in this Request for Bid, to accept either in whole or in part, any one bid or combination of bids, to waive or permit the curing of any immaterial defects informalities or irregularities in a bid as permitted by law, to reject any or all bids with or without cause, and to take any action which the Township deems appropriate. The Township intends to select that bid(s) which, in the sole opinion of the Township is/are most favorable and in the best interest of the citizens of Whitehall Township.

LOWHILL TOWNSHIP
BOARD OF SUPERVISORS
The Lowhill Township Board of Supervisors will hold a special meeting on Monday April 6, 2026 at 6:30 pm at the Municipal Building, 7000 Herber Road, New Tripoli. This meeting will take the place of the regularly scheduled Board of Supervisors meeting Thursday April 9, 2026 at 6:30 pm.
