NOTICE OF CY PRES HEARING FOR DISPOSITION OF CHARITABLE BEQUEST Date: February 20, 2026 Time: 10:30 AM Location: Courtroom 5C, 455 West Hamilton Street, Allentown, PA 18101 Counsel for the Executor of the Estate of Judith E. Parker, pursuant to an Order dated December 3, 2025, by the Honorable Thomas A. Capehart of the Lehigh County Court of Common Pleas- Orphans' Court Division, hereby submit the following advertisement and notice: Background: Judith E. Parker died testate on September 26, 2022. Susan Tantsits was appointed Executor of Judith E. Parker's Estate on October 13, 2022, at Lehigh County File No. 39-2022-1703. Decedent's Will leaves a 20% residuary bequest to Class of 1965 Scholarship Endowment Fund in honor of Dr. Sallie Watkins/Sister Mary Howard, at Notre Dame College of Cleveland, Ohio, pursuant to Paragraph IV.C of Decedent's Will. Counsel for the Decedent's estate filed a Petition for Cy Pres with regard to the bequest as it was determined that Notre Dame College is no longer operating and the Class of 1965 Scholarship Endowment Fund no longer exists. Order of Lehigh County Orphans' Court: The Court determined that the Cy Pres Petition filed by Counsel was appropriate to determine the proper disposition of the 20% residuary bequest originally intended for the Class of 1965 Scholarship Endowment Fund. The Lehigh County Orphans' Court directed that a Hearing on the Cy Pres Petition be held on February 20, 2026, at the 10:30 AM before the Honorable Thomas A. Capehart, A.J. in Courtroom 5C at 455 West Hamilton Street, Allentown, Pennsylvania 18101. Purpose of the Scheduled Hearing: The purpose of the scheduled Hearing on the Cy Pres petition is to ascertain the availability of a qualified educational beneficiary to receive and administer the funds in a manner as nearly as possible as Decedent had intended, that being to fulfill a purpose as close to the Class of 1965 Scholarship Endowment Fund that previously existed at Notre Dame College, as set forth below. Class of 1965 Scholarship Endowment Fund: The Class of 1965 Scholarship Endowment Fund was established as a higher education scholarship fund for female students entering their junior or senior years with good grades and financial needs and who demonstrate capacity to achieve educational and professional goals. All organizations who believe they may be qualified to receive and administer the bequest of Judith E. NORTH WHITEHALL TOWNSHIP, LEHIGH COUNTY, PENNSYLVANIA Notice is hereby provided pursuant to Subsection 1601(a) of Pennsylvania's Second Class Township Code, Act of May 1, 1933, P.L. 103, No. 69 (the "SCTC"), § 1601(a), as amended, 53 P.S. § 66601(a) ("Subsection 1601(a)"), that the Board of Supervisors (the "Board") of North Whitehall Township, Lehigh County, Pennsylvania (the "Township") intends to conduct a public hearing to receive public input concerning the potential adoption of proposed Ordinance No. 2026-1 (the "Ordinance"), during the Board's regularly-scheduled public meeting commencing at 7:00 P.M. on MONDAY, FEBRUARY 09, 2026, at the Township's Administrative Building located at 3256 Levans Road, Coplay, Pennsylvania 18037. Notice is also hereby provided pursuant to Subsection 1601(a) that the Board will also consider adoption of the Ordinance during its regularly-scheduled public meeting described above. The Ordinance is enacted pursuant to the authority granted to the Board by Sections 2304, 2305, and 2329 of the SCTC, 53 P.S. §§ 67304, 67305, and 67329, which authorize the Board to rename any public roadways located wholly or partially within the Township after conducting a public hearing upon ten (10) days' written notice to landowners affected by such renaming. The following constitutes the title and a brief summary of the Ordinance's provisions in reasonable detail prepared by the Township's Solicitor in accordance with Subsection 1601(a). The title of the Ordinance is: "AN ORDINANCE OF THE TOWNSHIP OF NORTH WHITEHALL, LEHIGH COUNTY, PENNSYLVANIA, RENAMING COUNTRY LANE (TOWNSHIP ROAD 577) TO GRIST MILL ROAD AND AMENDING SECTION 293-6 OF THE CODE OF THE TOWNSHIP OF NORTH WHITEHALL TO REFLECT SAME." The purpose of the Ordinance is to rename the full length of Country Lane (Township Road 577) to "Grist Mill Road." Currently, the northern terminus of Country Lane intersects with Packhouse Road (Township Road 683) and Country Lane's southern terminus is a connection point with existing Grist Mill Road (Township 685). The purpose of the renaming is to render Country Lane and the existing Grist Mill Road as one and the same public roadway known as "Grist Mill Road." The Ordinance contains a legislative history explaining its purpose and identifying the Board's authority to rename Country Lane. The Ordinance also directs the Township Manager to file a copy of the Ordinance with the Clerk of the Court of Common Pleas of Lehigh County to formalize the renaming of Country Lane. The Ordinance also contains a general repealer clause, and acts as an amendment to Chapter 293, Section 293-6, of the Code of the Township of North Whitehall, which contains a list of Township roadways that have been renamed by the Board from time to time.
