Notice is hereby provided pursuant to Subsection 1601(a) of the Second Class Township Code, Act of May 1, 1933, P.L. 103, No. 69, as amended (the "SCTC"), 53 P.S. § 66601(a), that the Board of Supervisors of Lowhill Township, Lehigh County, Pennsylvania (the "Board") intends to consider for adoption at its regularly scheduled public meeting commencing at 6:30 P.M. on MONDAY, APRIL 6, 2026, at the Lowhill Township Municipal Building located at 7000 Herber Road, New Tripoli, PA 18066, proposed Ordinance No. 2026-01 (the "Ordinance"). The purpose of the Ordinance is to adopt the 2021 International Property Maintenance Code with amendments applicable to Lowhill Township, all as authorized by Pennsylvania law. The following constitutes the title and a summary of the Ordinance, prepared by the Township Solicitor, setting forth the provisions of the Ordinance in reasonable detail in accordance with Subsection 1601(a) of the SCTC, 53 P.S. § 66601(a). The title of the Ordinance is: "AN ORDINANCE OF THE TOWNSHIP OF LOWHILL, LEHIGH COUNTY, PENNSYLVANIA, ADOPTING THE 2021 INTERNATIONAL PROPERTY MAINTENANCE CODE, ESTABLISHING MINIMUM PROPERTY MAINTENANCE STANDARDS, AND PROVIDING FOR THE ADMINISTRATION, ENFORCEMENT, AND PENALTIES FOR VIOLATION THEREOF." The Ordinance contains a statement of legislative findings identifying the Ordinance's purposes and setting forth the authority of the Board to adopt the Ordinance. Section II of the Ordinance sets forth the substantive provisions, summarized as follows: the Ordinance a) adopts the 2021 International Property Maintenance Code ("IPMC") and Appendices A and B, relating to "Boarding Standard" and "Board of Appeals" respectively; b) includes a series of amendments applicable specifically to Lowhill Township ("Township"), including fees, right of entry; prosecution as a criminal offense, penalties and remedies, and making of emergency repairs by the Township and recovery of costs thereof; c) adds definitions; d) addresses weeds, screening, heat supply, occupiable work spaces and defacement of property; and e) amends Board of Appeals regulations to provide for a three member Board. The Ordinance is effective immediately following enactment.
