ADDITION TO SHECKLER ELEMENTARY SCHOOL
Catasauqua Area School District will receive sealed bids online via the PennBid Program until 10:00 A.M. prevailing time on Tuesday, May 19, 2026 for the Sheckler Elementary - Addition project located at 251 North 14th Street, Catasauqua, PA 18032. The project will be constructed with the following Prime Contracts: General Construction, Mechanical Construction, Electrical Construction, and Plumbing Construction.
All Contract Documents will be available online at no cost beginning at 9:00 A.M., Thursday, April 16, 2026. Interested respondents may obtain Contract Document containing detailed submission requirements by accessing the Penn Bid Program at www.pennbid.net.
Proposals must be accompanied by a Bid Bond with a corporate surety authorized to do business in Pennsylvania, in accordance with the project specifications in the amount of ten percent (10%) of the total bid amount. A Performance Bond and Payment Bond both in the amount of one hundred percent (100%) of the contract value shall be furnished by the successful bidders as detailed in Contract Documents.
This project is subject to the provisions of the Commonwealth of Pennsylvania Prevailing Wage Act.
All bids received will be opened electronically via the PennBid Program on Tuesday, May 19, 2026 at 10:00 A.M., prevailing time at 201 North 14th Street, Catasauqua, PA 18032. Successful bidders will be selected by the Owner at a later date not to exceed sixty (60) days following the opening of bids.
A mandatory pre-bid meeting will be held on Tuesday, April 21, 2026 at 3:30 P.M. prevailing time, at the project site.
Interested Firms are requested to respond by sealed bid submission satisfying the requirements of this Invitation. Bids shall only be submitted electronically via the Penn Bid Program.
Catasauqua Area School District reserves the right, in its sole and absolute discretion, to accept or reject any or all proposals or to waive any informalities in bidding, and to withhold award for a period of up to sixty (60) days.

NORTH WHITEHALL TOWNSHIP, LEHIGH COUNTY, PENNSYLVANIA
Notice is hereby provided pursuant to Subsection 1601(a) of The Second Class Township Code, Act of May 1, 1933, P.L. 103, No. 69, as amended and reenacted (the "SCTC"), 53 P.S. § 66601(a), that the Board of Supervisors of North Whitehall Township, Lehigh County, Pennsylvania (the "Board") intends to consider for adoption at its regularly scheduled public meeting commencing at 7:00 P.M. on MONDAY, MAY 11, 2026, at the North Whitehall Township Municipal Building located at 2356 Levans Road, Coplay, Pennsylvania 18037, proposed Ordinance No. 2026-8 (the "Ordinance"). The purpose of the Ordinance is to establish animal control regulations, establish the position of Township Animal Control Officer, authorize the Township to contract with organizations to facilitate a Township-sponsored trap-neuter-return program for the sterilization and vaccination of stray cats, to prohibit the running at large of animals within the Township, and to prohibit the keeping of exotic or wild animals within the Township. The Ordinance will be incorporated into the codified Code of the Township of North Whitehall (the "Code") in a new chapter, Chapter 131, titled, "Animal Control."
The following constitutes the title and a brief summary of the Ordinance, prepared by the Township Solicitor, setting forth all the provisions of the Ordinance in reasonable detail in accordance with Subsection 1601(a) of the SCTC, 53 P.S. § 66601(a).
THE TITLE OF THE ORDINANCE IS: "AN ORDINANCE ESTABLISHING ANIMAL CONTROL PARAMETERS, AUTHORIZING CONTRACTED ANIMAL CONTROL SERVICES, REGULATING AND PROHIBITING THE RUNNING AT LARGE OF ANIMALS WITHIN THE TOWNSHIP AND THE
KEEPING OF EXOTIC OR WILD ANIMALS, AND CREATING A COMMUNITY CAT TRAP-NEUTER-RETURN (TNR) PROGRAM."
The Ordinance contains a statement of legislative findings identifying the Ordinance's purposes and setting forth the statutory authority of the Board to adopt the Ordinance. Section 2 of the Ordinance contains the substantive text that will be incorporated into Chapter 131 of the Code. Subsection 2.4. identifies how terms contained within the Ordinance are to be interpreted. Subsection 2.5. provides definitions for the terms "Animal Control Officer (ACO)," "At Large," "Caregiver," "Colony," "Community Cat," "Ear-Tipped," "Exotic or Wild Animal," "Owner," "Pet," "TNR Organization," and "Trap-Neuter-Return (TNR)." Subsection 2.6. establishes the position of Township Animal Control Officer—i.e., a person or entity appointed by the Board to enforce the provisions of the Ordinance. Subsection 2.7. identifies the Animal Control Officer's authority, including investigating animal-related complaints and violations, issuance of notices of violations and warnings, abatement of animal-related nuisances, and coordination with appropriate law enforcement agencies and humane officers. Subsection 2.8. prohibits the keeping of exotic or wild animals within the Township unless done by a licensed veterinarian and also prohibits the release or abandonment of any animal within the Township. Subsection 2.9. prohibits the owner or guardian of an animal to permit such animal to roam free without control or supervision. Subsection 2.10. provides that the owner of an animal may be subject to enforcement actions for maintaining an animal that attacks or threatens a person or other animal, and that dangerous dogs will be reported to appropriate agencies in accordance with Pennsylvania's Dog Law. Subsection 2.11. limits the combined number of dogs and cats that may be kept on a property to a maximum of six (6), except on a property containing three (3) or more acres, where that number is increased to ten (10). These numerical limits do not apply to dogs and cats less than three (3) months of age. Subsection 2.12. authorizes the Animal Control Officer to seize or impound animals that pose a threat to public safety, are sick, injured, or suffering and the owner thereof has not responded to a directive by the Animal Control Officer, the animal is subject to an animal cruelty investigation, or roaming at large with no identifiable owner or guardian. Subsection 2.13. establishes parameters for the Animal Control Officer's entry onto private property. Subsection 2.14. establishes a Township-sponsored community cat trap-neuter-return program encouraging the humane trapping, vaccination, and sterilization of stray cats, and also authorizes the Township to contract with an organization to facilitate such program. Subsection 2.15. requires that stray cats that have been sterilized must be ear-tipped to identify their sterile status. Subsection 2.16. encourages persons providing nourishment, care, or support to a colony of stray cats with the Township's trap-neuter-return program to facilitate tracking of the colony, and identifies that only such persons registering with the Township will be eligible to receive assistance or resources through the Township's trap-neuter-return program. Subsection 2.17. encourages persons providing nourishment, care, or support to make reasonable efforts to sterilize and vaccinate all cats within said colony, and requires that the provision of such nourishment, care, or support be performed in a safe and sanitary manner. Subsection 2.18. clarifies that stray cats shall not be considered stray, abandoned, or roaming at large solely due to their free-roaming behavior, and by providing care to a colony of stray cats, a person is not deemed legally responsible for such cats. Subsection 2.19. prohibits the caring for stray cats on property not owned by the person providing such care unless authorized by the property owner. Subsection 2.20. clarifies that existing cat colonies are subject to the provisions of the Ordinance. Subsection 2.21. prohibits persons from intentionally harming, poisoning, killing, removing, or relocating stray cats, and from interfering with lawful animal control or trap-neuter-return activities. Subsection 2.22. provides that a violation of the Ordinance shall be a summary offense punishable by up to a Five Hundred Dollar ($500.00) fine and/or imprisonment to the extent permitted by law for summary offenses. The Ordinance also contains a savings clause and will become effective immediately after adoption by the Board.
Copies of the full text of the Ordinance may be examined, without charge, or obtained at the North Whitehall Township Municipal Building located at 3256 Levans Road, Coplay, Pennsylvania 18037, during normal business hours, Monday through Thursday, 7:30 a.m. to 5:00 p.m. In accordance with Subsection 1601(a) of the SCTC, 53 P.S. § 66601(a), a complete copy of the Ordinance has been supplied to the Times News newspaper.
