INVITATION TO BID Valley Housing Development Corporation "VHDC" will receive sealed bids for purchase and installation of two roof-mounted photovoltaic collection systems to be installed at Gordon Street Apartments located at the intersection of East Gordon & North Oswego Streets in Allentown, Pennsylvania. Interested respondents may request an electronic bid package by emailing bids@lcha-vhdc.org. VHDC solicits and encourages the participation of small diverse businesses, including Minority, Women, LGBT, Veteran and Disability-Owned business enterprises. Sealed bids will be received in the offices of VHDC at 635 Broad Street, Emmaus, PA 18049, until 2:00 p.m. on Tuesday, May 12, 2026, at which time and place all bids will be officially opened. Bids must be clearly marked, "Formal Bid for Gordon Solar Installation." The project will consist of work to be performed under a single contract for general construction. Bidders are advised that payment of not less than the minimum wages and salaries as set forth in the bid package must be made. A pre-bid meeting will be held Thursday, April 30, 2026, at 3:00 p.m. at 396 North Oswego Street. Attendance is encouraged, but not mandatory. VHDC reserves the right to reject all bids, or to waive any informalities in the bidding process. No bid shall be withdrawn for a period of (30) days after the opening of bids without the consent of VHDC. The successful bidder will have sixty days (60) days from acceptance of the bid to complete the project.
