Township Pollution Reduction Plan Notice Heidelberg Township invites the public to review and provide comments on the revised Township Pollutant Reduction Plan beginning on Thursday, May 7, 2026, which is the beginning of 30 days and extending through Saturday, June 6, 2026, which is the ending of 30 days. The Pollutant Reduction Plan, as required by the Township PAG-13 National Pollutant Discharge Elimination System (NPDES) General Permit for Stormwater Discharges from Small Municipal Storm Sewer Systems (MS4) permit, outlines the Township 5-year plan, that began in 2021, to reduce sediment loading to impaired local surface waters. A copy of the Pollutant Reduction Plan is available for public review at the Heidelberg Township Building located at 6272 PA-309, New Tripoli, PA 18066; Monday through Thursday between the hours of 8:00 AM and 5:00 PM. The Township will also accept comments from the public at its regularly scheduled Council Meeting on June 18, 2026, at 7:30 pm, at which meeting a public hearing will be held. NOTICE IS HEREBY GIVEN that at a Public Meeting of the Borough Council of the Borough of Tamaqua held on Tuesday, April 21, 2026, at 7:00 p.m. in the Meeting Room in the Borough Hall, 320 E. Broad Street, Tamaqua, PA, Council considered and took final action upon an Ordinance pursuant to the Local Government Unit Debt Act, 53 Pa.C.S.A. Section 8001 et seq., which, among other things, authorizes the incurring of non-electoral debt through the issuance of the Borough's two Tax-Exempt General Obligation Notes to Mauch Chunk Trust Company in the aggregate principal amounts of $1,175,000.00 and $2,050,000.00 (the "Ordinance"). The title (which summarizes the provisions contained in the Ordinance) is as follows:
"AN ORDINANCE
OF THE BOROUGH COUNCIL OF THE BOROUGH OF TAMAQUA DETERMINING TO INCUR NON-ELECTORAL DEBT PURSUANT TO THE LOCAL GOVERNMENT UNIT DEBT ACT; DETERMINING THAT SUCH DEBT SHALL BE EVIDENCED BY TAX-EXEMPT GENERAL OBLIGATION NOTES TO BE AUTHORIZED AND ISSUED AS THE SERIES A NOTE IN THE MAXIMUM AGGREGATE PRINCIPAL AMOUNT OF $1,175,000.00 AND THE SERIES B NOTE IN THE MAXIMUM PRINCIPAL AMOUNT OF $2,050,000 (THE NOTES") BY THE BOROUGH OF TAMAQUA (THE "BOROUGH") TO MAUCH CHUNK TRUST COMPANY WITH THE PROCEEDS OF EACH OF THE NOTES, AND ANY INTEREST EARNED THEREON, TO BE USED TO: (1) FUND A NEW BOROUGH POOL AND OTHER CAPITAL PROJECTS OF THE BOROUGH; AND (2) PAY COSTS, FEES AND EXPENSES OF ISSUING THE RESPECTIVE NOTE (THE "PROJECT"); PROVIDING THAT EACH NOTE, WHEN ISSUED, SHALL BE A GENERAL OBLIGATION NOTE OF THIS BOROUGH AND SHALL BE FULLY REGISTERED; DESCRIBING THE PROJECT FOR WHICH SAID DEBT IS TO BE INCURRED; DETERMINING THAT SAID NOTES SHALL BE SOLD AT PRIVATE SALE AND THAT A PRIVATE SALE BY NEGOTIATION IS IN THE BEST FINANCIAL INTEREST OF THIS BOROUGH; ACCEPTING A PROPOSAL FOR PURCHASE OF SAID NOTES AND AWARDING SUCH NOTES AND SETTING FORTH RELATED PROVISIONS; DETERMINING THE USEFUL LIFE OF THE PROJECT BEING FINANCED; FIXING THE SUBSTANTIAL FORM, DENOMINATIONS, DATE, MATURITY DATE, INTEREST RATE, INTEREST PAYMENT DATES, REGISTRATION, PLACE OF PAYMENT OF PRINCIPAL AND INTEREST, REDEMPTION PROVISIONS AND THE TAX-FREE PROVISIONS OF SUCH NOTES; SETTING FORTH THE FORM OF REGISTRATION AND ASSIGNMENT AND PAYING AGENT'S CERTIFICATES APPERTAINING TO SUCH NOTES; AUTHORIZING AND DIRECTING EXECUTION, ATTESTATION AND AUTHENTICATION OF SUCH NOTES; PROVIDING COVENANTS RELATED TO DEBT SERVICE APPLICABLE TO SUCH NOTES AS REQUIRED BY SUCH ACT AND THE PENNSYLVANIA CONSTITUTION AND PLEDGING THE FULL FAITH, CREDIT AND TAXING POWER OF THIS BOROUGH IN SUPPORT THEREOF; SETTING FORTH THE DEBT SERVICE RELATED TO SUCH NOTES; CREATING A SINKING FUND IN CONNECTION WITH EACH NOTE AS REQUIRED BY SUCH ACT; APPOINTING A SINKING FUND DEPOSITORY AND AUTHORIZING A CONTRACT WITH A BANK AS SUCH DEPOSITORY; PROVIDING A COVENANT TO INSURE PROMPT AND FULL PAYMENT OF ALL OBLIGATIONS OF SUCH NOTES WHEN DUE; AUTHORIZING AND DIRECTING THE PROPER OFFICERS OF THE BOROUGH: (A) TO PREPARE, CERTIFY AND FILE THE DEBT STATEMENT AND BORROWING BASE CERTIFICATE REQUIRED BY SECTION 8110 OF THE DEBT ACT; (B) TO EXECUTE, ATTEST, SEAL AND DELIVER THE NOTES; APPROVING THE FORM OF THE NOTES; SPECIFYING THE AMOUNT OF THE NOTES AND THE SOURCES OF PAYMENT OF EACH NOTE; AUTHORIZING AND DIRECTING THE PREPARATION, EXECUTION AND DELIVERY OF ALL OTHER REQUIRED DOCUMENTS BY THE PROPER OFFICERS OF THE BOROUGH AND AUTHORIZING SUCH OFFICERS TO TAKE ALL OTHER REQUIRED, NECESSARY OR DESIRABLE RELATED ACTION IN CONNECTION WITH THE PROJECT AND THE EXECUTION AND DELIVERY OF THE NOTES; DECLARING THAT THE DEBT TO BE INCURRED IS WITHIN THE LIMITATION IMPOSED BY SUCH ACT UPON THE INCURRING OF SUCH DEBT BY THIS BOROUGH; SETTING FORTH CERTAIN COVENANTS RELATING TO THE NON-ARBITRAGE STATUS OF SUCH NOTES; DESIGNATING THE NOTES AS QUALIFIED TAX EXEMPT OBLIGATIONS OF THIS BOROUGH UNDER THE INTERNAL REVENUE CODE AND MAKING CERTAIN CERTIFICATIONS CONSISTENT THEREWITH; MAKING THE NOTES SUBJECT TO SUCH ACT AND OTHER APPLICABLE LAWS OF THE COMMONWEALTH; PROVIDING FOR THE EFFECTIVENESS OF THIS ORDINANCE; PROVIDING FOR THE SEVERABILITY OF PROVISIONS OF THIS ORDINANCE; AND PROVIDING FOR THE REPEAL OF ALL INCONSISTENT ORDINANCES OR RESOLUTIONS OR PARTS OF ORDINANCES OR RESOLUTIONS."
The Notes are being purchased: Series A – at the face amount of $1,175,000 with the interest rate fixed for five years at 4.50%, then varying at New York Prime minus 1.75% with a cap of 5.25%; and Series B - $2,050,000 with the interest rate fixed for the term of the Note at 4.40%.

Re: The Community Charter School for the Arts (CCSA)
The Bethlehem Area School District Board of School Directors will hold public hearings regarding the application received proposing The Community Charter School for the Arts. The hearings will be held on the following dates and times:
• First Public Hearing – Special Board Meeting Wednesday, May 27, 2026, at the BASD Education Center, 1516 Sycamore Street, Bethlehem at 6:00 PM.
• Second Public Hearing - June 15, 2026, 7:30 PM at the East Hills Auditorium 2005 Chester Road, Bethlehem immediately following the Regular Board Meeting.
• Final Decision (Vote) – Special Board Meeting August 10, 2026, at the BASD Education Center 1516 Sycamore Street, Bethlehem at 6:00 PM.
However, in the event of inclement weather, the Bethlehem Area School District Board of School Directors will convene the meetings scheduled above digitally via the Zoom platform. If a meeting is held via Zoom,
residents can watch the meeting live via the district's YouTube channel or attend via Zoom, by registering the link posted on BASD website via www.basdschools.org. The Franklin Township Building Committee will hold its meeting on May 5th, 2026, at 7:00 PM at the Township Office. The agenda includes calling the meeting to order, the Pledge of Allegiance, an opportunity for citizen participation, the Supervisor's Report, and any unfinished business, followed by adjournment.
