SEALED Bids will be received by the OWNER online via the PennBid Program (www.PennBid.bonefirehub.com) until 12:00 p.m., prevailing time, May 13, 2026. The Bids will be opened online and the results posted via the PennBid Program.
Without intending to limit or restrict the extent of work required under the Contract Specifications, the Project consists of the following components:
Installation of approximately 85 LF of 12" restrained joint ductile iron pipe (DIP) inside 20" steel casing pipe by conventional jack and bore across SR 209 in Tamaqua Borough, Schuylkill County, PA. Project also includes approximately 190 LF of 16" DIP, water main appurtenances including valves, fire hydrant, connection of the new DIP to existing 12" and 30" main, and incidental work.
The Project Work will be performed under one Contract as follows:

Each Bid shall be accompanied by a certified check, bank money order, or a Bid Bond in an amount not less than 10 percent of the Bid total, payable to the Owner in accordance with the Instructions to Bidders.
A non-mandatory pre-bid meeting will be held at 10:00 a.m., prevailing time, April 29, 2026 at the Owner's office listed in this Advertisement for Bids.
Laws and regulations applicable to this Contract include the following:
• Commonwealth of Pennsylvania "Steel Products Procurement Act" - Act No. 3 of l978 as amended
• Pennsylvania Prevailing Wage Act (Act of 1961, P.L. 987, No. 442)
Bidders are subject to all applicable provisions of the Pennsylvania wage laws, and bids shall be prepared accordingly. The applicable wage predetermination is included in the Project Manual.
All contractors on this Project are required to ensure that employees and applicants will not be discriminated against because of race, creed, color, religion, sex, age, handicap, marital status or national origins; and, that the statutes and regulations of federal and state law regarding non-discrimination are met.
The Commonwealth Financing Authority, under the PA Small Water and Sewer Program, is providing a portion of the funding for this Project with Federal Stimulus Funding made available by Act 54 of the 2022 American Rescue Plan Act (ARPA). Contractor shall comply with requirements of ARPA.
Bidders will be required to insure that employees and applicants for employment are not discriminated against because of their race, gender, creed, color, sexual orientation, or gender identity or expression or in violation of the Pennsylvania Human Relations Act, which prohibits discrimination on the basis of race, color, religious creed, ancestry, age, sex, national origin, handicap or disability, or in violation of any applicable federal laws.
Contractors and subcontractors are required to certify compliance with the Nondiscrimination/Sexual Harassment Clause. Contractors must certify that they are in compliance with Pennsylvania's Unemployment Compensation Law, Workers' Compensation Law, and all applicable Pennsylvania state labor and workforce safety laws.
Contractors and subcontractors must certify that they are in compliance with the Byrd Anti-Lobbying Amendment (31 U.S.C. 1352)
The Owner reserves the right, at its option, to waive as an informality any, defects, errors, or omissions in any or all Bids; and to reject any or all Bids.
