WHITEHALL TOWNSHIP NOTICE TO BIDDERS The Township of Whitehall is accepting bids for the following project: BID #2026-03: "PAVEMENT PRESERVATION PROJECT" Sealed bids will be received at the Whitehall Township Municipal Building, 3219 MacArthur Road, Whitehall, PA 18052, by Lenore Brazier, Purchasing Agent, or her designee, until 10:00 a.m., Local Time, on Thursday, June 4, 2026, at which time they will be opened. Late bids will not be accepted. Bid security in the amount of ten percent (10%) of the bid price shall be submitted with the bid. Additional post-award bonding requirements for this project include a Performance Bond, a Labor and Material Payment Bond and a Maintenance Bond. Bid Documents, including plans and specifications, may be obtained beginning immediately by sending an email to request a bid packet to: bids@whitehalltwppa.gov, or by calling 610-437-5524 x 1165. Bid Packets are free of charge. Whitehall Township reserves the right to determine, in its sole discretion, whether any aspect of a bid satisfactorily meets the criteria established in this Request for Bid, to accept either in whole or in part, any one bid or combination of bids, to waive or permit the curing of any immaterial defects informalities or irregularities in a bid as permitted by law, to reject any or all bids with or without cause, and to take any action which the Township deems appropriate. NESTLE PURINA WASTEWATER TREATMENT UPGRADES

REQUEST FOR PRELIMINARY/FINAL PLAN REVIEW
An application to further develop the properties located at 2050 Pope Road and 4535 Huckleberry Road, PIN Nos. 547735265505 & 547726166829. On 2050 Pope Road, the plan proposes the construction of a 21,921 square foot wastewater treatment building on the current site of Waste Disposal Facility Holding Basin 1B, as well as ancillary tanks and piping, on approximately 4 acres of the 87.61-acre tract. The updated 2026 layout involves only a change to the treatment plant's design and orientation within the overall wastewater treatment plant area. A new system is proposed, featuring an 'OxyShark' wastewater treatment process. This will be located on existing Lagoon 3. Lagoons 1A and 1B will remain unchanged from the current use. To compensate for runoff, which was previously being managed with the wastewater treatment process, the applicant is proposing an underground detention basin which will manage runoff from this project area. The treated effluent is proposed to be piped north across the remainder of 2050 Pope Road, under Huckleberry Road, and north across 4535 Huckleberry Road to discharge directly into the Jordan Creek. The plan proposes the construction of a gate and driveway on 4535 Huckleberry Road to support monitoring and property maintenance, on the 18.77-acre tract. 2050 Pope Road is zoned IC-1 Industrial-Commercial-1 (Special Height Limitation). 4535 Huckleberry Road is zoned RR-2 Rural Residential-2. Nestle Purina Petcare Company is the owner and applicant.

The Northeastern Pennsylvania Alliance (NEPA), designated by the Commonwealth of Pennsylvania as the Metropolitan Planning Organization (MPO) for Carbon, Monroe, Pike, and Schuylkill Counties, is the organization that will consider and approve the plans and programs and the Federal and State funding for highway and transit systems in the four-county MPO are In accordance with the provisions of the Sunshine Law and federal transportation legislation, notice is hereby given that the NEPA MPO will hold a 30-day public comment period on the draft 2027-2030 TIP beginning on May 11, 2026, and ending on June 11, 2026. Public Notice of public participation activities and time established for public review of and comments on the TIP will satisfy POP requirements.
NEPA has distributed for public review the following documents: 2027-2030 TIP including highway, bridge and transit project listings; TIP administrative procedures; air quality conformity analysis; and related policy documents. These documents concern highway, bridge and transit projects for Carbon, Monroe, Pike and Schuylkill counties, for the four-year TIP, which will become effective on October 1, 2026. The Air Quality Conformity Analysis Report reflects the compliance of the transportation projects in Carbon County portion of the Allentown-Bethlehem-Easton nonattainment area to the 2008 8-hour ozone standard as written within the Clean Air Act Amendments of 1990. The Air Quality Conformity Analysis report also includes Monroe County designated as an Ozone Maintenance Area in accordance with guidance issued by EPA (EPA-420-B-18-05
