NOTICE OF INTENTION TO ADOPT AMENDMENTS TO THE POLK TOWNSHIP ZONING ORDINANCE AND NOTICE OF PUBLIC HEARING The Polk Township Board of Supervisors shall hold a public hearing on the 27th day of July, 2026, at 6 o'clock p.m. in the Polk Township Municipal Building, 165 Polk Township Road, Kresgeville, PA 18333, to consider certain Amendments to the Polk Township Zoning Ordinance, set forth below: SECTION ONE – Amend Section 400-504 pertaining to Accessory Solar Collectors by adding new Section 400-504(o)(9) requiring perimeter fencing around certain accessory solar collectors and establishing fencing specifications and exemptions. SECTION TWO – Repeal Section 400-612 pertaining to Recreational Vehicles in its entirety. SECTION THREE – Amend Section 400-1110 pertaining to Electronic Message Signs by permitting such signs within the R-3 Zoning District; establishing a maximum sign area of eighty (80) square feet per sign face; requiring a minimum separation distance of one thousand five hundred (1,500) feet between Electronic Message Signs; and prohibiting Electronic Message Signs as an accessory use on residential properties. SECTION FOUR – Amend Section 400-702 pertaining to Stormwater Management by adding provisions clarifying how building square footage is calculated for purposes of stormwater management requirements, including treatment of existing and demolished structures. SECTION FIVE – Amend Section 400-303, Definitions, by replacing the definition of "Land Development" to conform with the Pennsylvania Municipalities Planning Code and to clarify activities constituting land development. SECTION SIX – Amend Section 400-911(b) pertaining to Nonconforming Lots in Single Ownership by revising standards for adjoining nonconforming lots, defining single ownership for individuals and entities, establishing evidentiary standards for ownership, and requiring lot consolidation prior to issuance of permits. SECTION SEVEN – Amend Section 400-1105(e)(4) pertaining to Temporary Signs to provide that permits shall not be required for temporary event signs. SECTION EIGHT – Amend Section 400-1203(3)(e)(8) pertaining to Permits and Certificates to require an as-built survey following installation of the footer of a new single-family dwelling, subject to waiver by the Zoning Officer under specified circumstances. SECTION NINE – Amend Section 400-609(A) pertaining to Size of Dwellings to establish a minimum floor area of nine hundred fifty (950) square feet for single-family detached dwellings, measured by the footprint of the structure. SECTION TEN – Amend Attachment 1:4, Schedule of Uses, to add "Contractor's Yard" as a Conditional Use within the R-3 Zoning District. The Supervisors intend to adopt these amendments at the regular meeting of the Board of Supervisors to occur on the same date following the public hearing.
