NOTICE IS HEREBY GIVEN that the following ordinance may be enacted at a regular meeting of the Board of Supervisors of Towamensing Township, Carbon County, Pennsylvania, to be held on Thursday, November 5, 2026, at 7:00 p.m., prevailing time, at the Towamensing Township Municipal Building, 120 Stable Road, in Towamensing Township, Pennsylvania. The ordinance is entitled "AN ORDINANCE OF TOWAMENSING TOWNSHIP, CARBON COUNTY, PENNSYLVANIA AMENDING ORDINANCE NO. 80-1 ENTITLED 'AN ORDINANCE OF THE TOWNSHIP OF TOWAMENSING FIXING THE TAX RATES FOR THE PHYSICAL [SIC] YEAR 1980' IN WHICH THERE IS A REENACTMENT OF THE PER CAPITA TAX ORDINANCE IMPOSING A PER CAPITA TAX OF $5.00 ON EACH AND EVERY RESIDENT AND INHABITANT OF THE TOWNSHIP OF TOWAMENSING 18 YEARS OF AGE OR OVER."
A summary of the contents is as follows:
This ordinance exempts individuals who meet either of the following criteria from payment of the per capita tax:
A. Any person who has served in any war or armed conflict in which the United States was engaged and is honorably discharged or released under honorable circumstances from active service if, as a result of military service, the person is blind, paraplegic, or a double or quadruple amputee or has a service-connected disability declared by the United States Department of Veterans Affairs or its successor to be a total 100% permanent disability. Proof for this exemption shall include such person's Form DD-214 and a declaration of such service-related disability by the United States Veterans Administration.
B. Any person who serves as a member of a reserve component of the armed forces and is called to active duty at any time during the taxable year. For purposes of this section, "reserve component of the armed services" shall mean the United States Army Reserve, United States Navy Reserve, United States Marine Corps Forces Reserve, United States Coast Guard Reserve, United States Air Force Reserve, the Pennsylvania Army National Guard or the Pennsylvania Air National Guard. A copy of such person's deployment orders shall be sufficient proof to qualify for this exemption.
A copy of this ordinance in its entirety may be examined at the Towamensing Township Municipal Building, 120 Stable Road, Towamensing Township, during regular business hours. A copy of this ordinance has also been provided to The Times News at 594 Blakeslee Boulevard Drive West, Lehighton, PA 18235, and may be examined there.

NOTICE IS GIVEN that the Board of School Directors of Panther Valley School District, in Carbon and Schuylkill Counties, Pennsylvania (the "School District"), at its meeting held on October 21, 2026, adopted a resolution (the "Resolution"), the caption and summary of which is as follows:
"RESOLUTION
INCURRING NONELECTORAL DEBT TO BE EVIDENCED BY ITS GENERAL OBLIGATION NOTE, SERIES A OF 2026, IN THE PRINCIPAL AMOUNT OF $930,000, TO REFUND A PORTION OF ITS OUTSTANDING GENERAL OBLIGATION BONDS, SERIES OF 2020, AND TO PAY RELATED COSTS OF ISSUING THE NOTE; ACCEPTING A BANK LOAN PROPOSAL; SETTING FORTH THE TERMS AND SUBSTANTIAL FORM OF THE NOTE; PLEDGING THE SCHOOL DISTRICT'S FULL FAITH, CREDIT AND TAXING POWER, WITHIN THE LIMITS ESTABLISHED BY LAW, TO SECURE THE NOTE; CREATING A SINKING FUND AND APPOINTING A SINKING FUND DEPOSITORY; PROVIDING FOR THE REDEMPTION OF THE REFUNDED BONDS; AND AUTHORIZING RELATED ACTIONS AND DOCUMENTS."
The loan proposal for the General Obligation Note, Series A of 2026 (the "Series A Note") that was accepted by the School Board included a purchase price of $930,000 (100% of the principal amount), and the annual interest rate payable on the Note is fixed at 5.25% until final maturity.
The adopted Resolution was amended to reduce the principal amount of the Series A Note from $995,000 to $930,000 and to incorporate a debt service schedule for the Series A Note. The adopted Resolution, as amended, can be examined in the office of the Secretary of the Board of the School District located at One Panther Way, Lansford, Pennsylvania, on any open business day of the School District between 8:00 A.M. and 3:00 P.M. This Notice is given in accordance with the Pennsylvania Local Government Unit Debt Act.
