2025 Liquid Fuels Road Program
Borough of Catasauqua
The Borough of Catasauqua will utilize electronic bidding to receive sealed bids for the 2025 Liquid Fuels Road Program. Sealed bids must be submitted online through the PennBid electronic procurement program prior to 9/22/2025 at 11:00 AM EST, at which time they will be opened and read aloud at the Catasauqua Borough Hall, 90 Bridge Street, Catasauqua, PA 18032.

This project is funded by Pennsylvania Department of Transportation (PennDOT) Municipal Liquid Fuels Program. All material must meet current PennDOT Specifications.
Bidders are required to provide Bid Security in an amount equal to 10% of the total amount bid. Bid Security may be provided in the form of a certified check or a bid bond issued by a Surety Company licensed to transact such business in the Commonwealth of Pennsylvania.
Upon award of a contract, the Successful Bidder shall provide a Performance Bond and a Labor and Materials Payment Bond, each in the amount of 100% of the awarded contract value. Upon completion of the contract, the Successful Bidder shall provide a 2-year Maintenance Bond in the amount of 100% of the final contract value.
Bidders are required to comply with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442, where the project cost is $100,000 or above for locally funded highway and bridge projects.
Only the Successful Bidder for a contract will be responsible for payment of a fee to PennBid and for bearing the cost thereof. The amount of the fee due to PennBid is either 1/3% (0.0033) of the initial contract award amount for fixed fee contracts or 1/6% (0.00166) of the expected contract value for term contracts and will be invoiced by PennBid to the successful bidder upon award of a contract by the Local Contracting Unit. The minimum fee is set at $100.00 and the maximum fee is capped at $5,000.00.

Notice is hereby given that the Borough Council of North Catasauqua will conduct a public hearing to consider the adoption of the ordinance summarized herein, at a meeting to be held at the Office of the Borough of North Catasauqua, located at 1066 Fourth Street, North Catasauqua, Pennsylvania, 18032, on October 6, 2025, at 7:00 p.m. At said meeting, Council shall consider enacting, and if appropriate, will take a vote on adopting "An Ordinance of the Borough of North Catasauqua, Northampton County, Pennsylvania, Adopting Procedures for the Issuance of Tickets Prior to The Issuance of Citations for Violation of Certain Borough Ordinances."
The proposed ordinance establishes procedures for the issuance of tickets for violation of certain quality of life ordinances, to address violations and encourage compliance before the issuance of a citation and enforcement of the same before the Magisterial District Court. The proposed ordinance also establishes a ticket fine structure and establishes a ticket appeal procedure.
The full proposed text of said ordinance may be examined by any citizen at the Office of the Borough of North Catasauqua at the stated address, Monday through Friday, from 8:30 a.m. to 4:00 p.m. until the date of the aforesaid Borough Council Meeting. Copies of the proposed ordinance may be obtained for a charge not greater than the cost thereof. Persons with disabilities who require any auxiliary aid, service, or other accommodation to observe or participate should contact the Borough Office at least five (5) days before the above date to discuss how your needs may be best accommodated.
