INVITATION TO BID Number: Coplay Borough, Lehigh County, PA Title: 11th Street Roadway Improvements Available Date: September 3, 2025, at 10:00AM. Mandatory Pre-Bid Meeting: September 15, 2025, at 10:00 AM Deadline Clarification: September 19, 2025, at 2:00 PM Due Date: September 30, 2025, at 2:00 PM Coplay Borough, Lehigh County, PA will receive single prime bids until 2:00 PM, prevailing time on September 30, 2025, for the roadway improvements for the 11th Street Roadway Improvement project in Coplay, PA. The project will be awarded under one (1) Prime Contract. Printed copies of the Plans and specifications are available at no cost on Bonfire, formerly known as PennBid (https://vendor.gobonfire.com). Bid Submission: Bids must be submitted electronically through Bonfire. Each bid must be accompanied by a certified check or bid bond in the amount of not less than five percent (5%) of the total bid price, made payable to the Owner and issued by a Surety licensed to conduct business in the Commonwealth of Pennsylvania. Certified checks shall be delivered to the office of the Architect. The successful bidder will be required to furnish Performance and Payment Bonds, each in the amount of 100% of the Contract Price, with a corporate surety approved by the Owner. This project is subject to the provisions of the Borough Code of the Commonwealth of Pennsylvania. All applicable State labor laws, administrative requirements, and the Davis-Bacon Act prevailing wage requirements shall apply as specified in the Bid Documents. This project is funded in part with Community Development Block Grant (CDBG) funds. In accordance with CDBG requirements, the Minority Business Enterprise (MBE) participation goal is 5% and the Women's Business Enterprise (WBE) participation goal is 3%. The successful bidder shall submit documentation demonstrating compliance with these goals through the use of MBE/WBE subcontractors or vendors.
