Coplay Borough, Lehigh County, PA will receive single prime bids until 2:00 PM, prevailing time on September 30, 2025, for the roadway improvements for the 11th Street Roadway Improvement project in Coplay, PA.
The project will be awarded under one (1) Prime Contract. Printed copies of the Plans and specifications are available at no cost on Bonfire, formerly known as PennBid (https://vendor.gobonfire.com).
Bid Submission:
Bids must be submitted electronically through Bonfire. Each bid must be accompanied by a certified check or bid bond in the amount of not less than five percent (5%) of the total bid price, made payable to the Owner and issued by a Surety licensed to conduct business in the Commonwealth of Pennsylvania. Certified checks shall be delivered to the office of the Architect.
The successful bidder will be required to furnish Performance and Payment Bonds, each in the amount of 100% of the Contract Price, with a corporate surety approved by the Owner.
This project is subject to the provisions of the Borough Code of the Commonwealth of Pennsylvania. All applicable State labor laws, administrative requirements, and the Davis-Bacon Act prevailing wage requirements shall apply as specified in the Bid Documents.
This project is funded in part with Community Development Block Grant (CDBG) funds. In accordance with CDBG requirements, the Minority Business Enterprise (MBE) participation goal is 5% and the Women's Business Enterprise (WBE) participation goal is 3%. The successful bidder shall submit documentation demonstrating compliance with these goals through the use of MBE/WBE subcontractors or vendors. Failure to meet these requirements may result in a determination of non-responsibility. Additional information can be found in the technical specifications, which are available at no cost on Bonfire.

The Borough of Coplay reserves the right to reject any or all bids, to waive any informalities, and to award the contract in the best interest of the Borough.

NOTICE is hereby given that the Zoning Hearing Board of Towamensing Township ("Board") will hold a hearing at the Towamensing Township Municipal Building located 120 Stable Road, Lehighton, Carbon County, Pennsylvania, on Monday September 29, 2025 at 7:00 P.M., prevailing time, regarding an application by Bollinger Solar, LLC, ("Applicant"). Applicant seeks the following: a Variance to Sections 602B(1) (Steep Slopes 8-15%), 602(B3) (Steep Slopes 25% or more), and 602(C) (Forest). Applicants seek the listed relief to allow construction of a ground mounted solar energy system. Applicants propose development of approximately 52% of areas on the property sloped 8-15%, 100% of the 88 sq feet of land sloped at 25% or more, and to clear 92% of the 2.5 acres of trees on the west side of the property. The subject premise is owned by Matthew D. Frable and Stacy J. Frable, who have entered into a lease agreement with Applicant, Bollinger Solar, LLC, and granted applicant permission to file the subject zoning application. The subject premise is zoned RC - Rural Conservation pursuant to the Towamensing Township Zoning Ordinance ("Ordinance").
