Notice to Bidders
The Borough of Emmaus, Lehigh County, PA will receive sealed proposals from qualified companies interested in performing EMS Medical Billing and Collections Services. Sealed, written proposals shall be received at Emmaus Borough Hall, 28 S. 4th Street, Emmaus, PA 18049. Proposals are due no later than 12:00 PM on Friday, May 1, 2026.
Borough Council shall interview selected qualified firms. Borough Council shall consider award of the winning proposal at their regular meeting to convene in Council Chambers at 7:00 PM, Monday, May 18, 2026.
Proposals shall be submitted via written communication on the forms provided by the Borough, to 28 S. 4th Street, Emmaus, PA 18049. Alternate forms of submission are included in the RFP. Submissions shall be sealed and labeled "Ambulance Billing RFP". Bid and proposal specifications can be obtained for a non-refundable fee of $25.00 at the office of the Borough Manager at 28 S. Fourth Street, Emmaus, PA 18049 or can be obtained electronically by emailing spepe@emmauspa.gov.
Bids shall remain firm for a period of sixty (60) days.
The Borough of Emmaus will hold a mandatory Pre-Bid Meeting via Zoom on Thursday, April 23, 2026, at 1:00 PM. Meeting instructions are included in the RFP specifications.
Borough Council hereby reserves the right, which is understood by and agreed to by all bidders, to refuse or reject any and all bids submitted; to waive any informalities, irregularity, or defect in the bids or the bidding process; and, to award the bid in a manner which Council, at their sole discretion, feels is in the best interest of the Borough of Emmaus.
No bidder or proposer shall withdraw a bid that has been submitted for a period of sixty (60) days after the date of the bid opening.

Sealed Bids for the EMMAUS BOROUGH CDBG ADA PROJECT will be received electronically via the PennBid Program by Emmaus Borough, until 12:00 p.m. local time on May 7, 2026. Bids will be received from PennBid and tabulated results will be available on PennBid after the bid opening.

A mandatory pre-bid conference will be held at 1:00 p.m. local time on April 30, 2026, at 326 South 2nd Street, Emmaus, PA 18049.
Bidders are required to bid on the total project. Each bid must be accompanied by a bid bond or certified check made payable to "Emmaus Borough" in the amount of 10% of the total bid. The successful bidder shall provide a performance bond or certified check to the municipality in 100% of the contract within 20 days after the contract is awarded. Bid security in the amount of 10% of the total bid shall be furnished in accordance with the Instructions to Bidders.
