NOTICE TO BIDDERS SEALED PROPOSALS FOR PAVING will be accepted by the Eldred Township Board of Supervisors until 12:00 PM, Tuesday, May 19, 2026, at the Eldred Township Municipal Building, 490 Kunkletown Road, Kunkletown PA 18058 (the "Township Municipal Building"). On Tuesday, May 19, 2026 at 12:05 PM, all bids will be publicly opened at the Township Municipal Building by a representative of the Board of Supervisors and read aloud for the following work: 699 Tons of 9.5mm Superpave, WMA PG 64-22, Scratch/Leveling Course, 0.0-0.3 million ESAL's, SRL-L, 60 LBs/SY, to be placed on various areas of roadway. 2,098 Tons of 9.5mm Superpave, WMA PG 64-22 Wearing Course, 0.0-0.3 million ESAL's, SRL-L, 180 LB/SY/1.5" in place. The Eldred Township Board of Supervisors will receive, and review, the bid results at their meeting at the Township Municipal Building scheduled for Wednesday May 20, 2026 at 7:00 PM, or as soon thereafter as the agenda allows, and intends to award a contract on the project at the meeting, or a subsequent meeting to be publicly announced, or advertised in accordance with the Second Class Township Code. All materials and workmanship must meet the requirements and standards of PennDOT Publication 408 – Specifications, and bidders must be PennDOT prequalified. Proposals must be on forms provided by the Township. Proposals should be marked "LOCAL ROADS BID PROPOSAL FOR LETTING OF MAY 20, 2026". All persons desiring to receive Bid Documents must register with the Township at the time Bid Documents are requested, and provide the Bidder's contact information for the purpose of future communication on Bidding requirements. All bids must be accompanied by a certified check or bid bond in the amount of ten (10%) percent of the bid, made payable to Eldred Township. A bid bond must be issued by a surety company authorized to do business in the Commonwealth of Pennsylvania and listed on the U.S. Treasury's Circular 570. Proposals will not be accepted after the deadline. All Bids must be received at the Township Municipal Building before the deadline. Proposals submitted may not be withdrawn or changed after the deadline, except as allowed by law. Proposals may be held by the Eldred Township for a period of not to exceed sixty (60) days from the date of the opening of proposals for the purpose of reviewing the proposals and investigating the qualifications of Bidders, prior to awarding the Project. This Project is subject to the Prevailing Wage Act and regulations. The Contractor shall be required to pay wages in accordance with the Commonwealth of Pennsylvania Department of Labor and Industry Prevailing Wage Determination included in the Contract Documents. The Pennsylvania Public Works Employment Verification Act applies to the project. Bidders are to include with their bid a completed Public Works Verification in the form provided by the bidding documents. The Successful Bidder will be required to furnish and pay for Performance and Payment Bonds in the amount equal to 100% of the contract price within twenty (20) days of the award of the contract, in such form as meets the approval of the Township and having as security thereon such Surety company or companies as are listed on the U.S. Treasury's Circular 570 and authorized to perform services in the Commonwealth of Pennsylvania. All work must be completed by August 29, 2026, for the Bituminous Paving contract; liquidated damages will apply at the rate of $975.00 per day for each day beyond this date that the work remains incomplete. The Eldred Township Board of Supervisors reserves the right to accept or reject any and/or all proposals or portions thereof, and to delete projects and or portions of the project depending on budgetary constraints.
