INVITATION FOR BIDS The Palmerton Municipal Authority will receive sealed Bids for the Proposed Groundwater Exploration & Test Well Project for the Palmerton Municipal Authority. The work in general will include: the drilling, construction, and testing of two (2) new community water supply wells. The wells will supply water to the Palmerton Municipal Authority water public water system. The anticipated well yield is 70 to 100 gallons per minute (gpm) for each well location. All drilling, well construction, and testing activities will conform to the Pennsylvania Department of Environmental Protection Public Water Supply Manual, Community System Design Standards Part II, (May 6, 2006, Doc. No. 383-2125-108) and Aquifer Testing Guidance for Public Water Systems (April 12, 2014, Doc No. 394-2125-001). At a minimum, AWWA A100 standards for vertical water well construction should be followed. The well driller shall be experienced in water supply well drilling and construction and licensed in the State of Pennsylvania. All work shall be completed by September 30, 2026. Bid proposals will be received until 2:00 o'clock, P.M. local time on Monday – June 1, 2026, at the Palmerton Borough Hall, 443 Delaware Avenue, Palmerton, Pennsylvania 18071 at which time and place all bids will be publicly opened and read aloud. Copies of the Contract Documents, including Drawings and Technical Specifications, may be obtained on or after May 13, 2026, at either of the following locations: Keystone Consulting Engineers Inc.: 205 Rodenbach Lane, Brodheadsville, PA 18322 or at the Palmerton Borough Hall, 443 Delaware Avenue, Palmerton, Pennsylvania 18071. A $50.00 ($55.00, if mailed) non-refundable fee payable to Keystone Consulting Engineers, Inc. will be required for each set of documents so obtained. A certified check or bank draft, payable to the order of the Palmerton Municipal Authority or a satisfactory Bid Bond executed by the Bidder and an acceptable surety, in an amount equal to ten percent (10%) of the total Bid shall be submitted with each Bid. The successful Bidder will be required to furnish and pay for satisfactory performance and payment bond or bonds in the amount of not less than one-hundred percent (100%) of the estimated amount. An acceptable surety company is anyone that is included in the latest issue of the U.S. Treasury Department Circular 570 listings and approved by the Pennsylvania Department of Insurance to do business in Pennsylvania. The Palmerton Municipal Authority reserves the right to reject all or any Bids or parts thereof, and waive technicalities as it deems best in the interest of the Authority. Additionally, all unit price and total cost amounts must be completed on the bid sheet to be considered a complete bid. Bids may be held by the Palmerton Municipal Authority for a period not to exceed forty-five (45) days from the date of the opening of Bids for the purpose of reviewing the Bids and investigating the qualifications of the Bidders, prior to awarding of the Contract.
