LANSFORD-COALDALE JOINT WATER AUTHORITY CARBON AND SCHUYLKILL COUNTY, PENNSYLVANIA SPECIFICATIONS FOR THE 2026 WEST ABBOTT STREET WATER SYSTEM IMPROVEMENTS PROJECT ADVERTISEMENT FOR BIDS Separate sealed bids will be received, by the Lansford-Coaldale Joint Water Authority online via PennBid for the 2026 West Abbott Street Water System Improvement Project, located in Lansford Borough, Carbon County, until 12:00 P.M. prevailing time, on June 22, 2026, after which time, Bids will be opened with results displayed publicly on PennBid. Bids will be reviewed at the Public Meeting of the Lansford-Coaldale Joint Water Authority at their regularly scheduled meeting to be held at 3:45 P.M. prevailing time on June 24, 2026. All documents and solicitation details are available at no cost on PennBid Bonfire – www.pennbid.bonfirehub.com. The project generally consists of replacing the existing four-inch (4") water main located within West Abbott Street, with approximately 570 linear feet of a new twelve-inch (12") DIP pipe along with new valves, fittings, fire hydrants, service connections, and associated pavement restoration. The existing water main is to be abandoned in place. The project includes 28 existing water service laterals that are to be replaced with new three-quarter inch (3/4") copper tubing and connected to the new twelve-inch (12") DIP pipe. The Project is being funded in part by a Federal Grant sponsored by U.S. Congresswoman Susan Wild under the United States Environmental Protection Agency (EPA) Community Grant Program, and the Successful Bidder shall comply with all conditions of the grant as set forth in the Contract Documents and under the EPA Grant Program. All bidders must submit bid security in the amount of ten percent [10%]. The successful Bidder will be required to execute the Agreement and to furnish a "Performance Bond" and a "Payment Bond" all on the respective forms provided in the Contract Documents. The Contractor also will be required to furnish evidence of insurance coverage as required by the Contract Documents. All Contracts exceeding $10,000.00 shall be performed in compliance with Executive Order 11246, entitled, "Equal Employment Opportunity," as amended by Executive Order 11375 and as supplemented in Department of Labor regulations (41 CFR Part 60). In addition, all Contractors shall comply with the Nondiscrimination/Sexual Harassment Clause as required by the Contract Documents and the United States Environmental Protection Agency. By accepting this Contract, the Contractor acknowledges and agrees to the terms provided in the DBRA Requirements for Contractors and Subcontractors Under EPA Grants: (https://www.epa.gov/grants/contract-provisions-davis-bacon-and-related-acts). Davis-Bacon Act, as amended (40 U.S.C. 3141-3148). When required by Federal program legislation, all prime construction contracts in excess of $2,000 awarded by non-Federal entities must include a provision for compliance with the Davis-Bacon Act (40 U.S.C. 3141-3144, and 3146-3148) as supplemented by Department of Labor regulations (29 C.F.R. Part 5, "Labor Standards Provisions Applicable to Contracts Covering Federally Financed and Assisted Construction"). In accordance with the statute, contractors must be required to pay wages to laborers and mechanics at a rate not less than the prevailing wages specified in a wage determination made by the Secretary of Labor. In addition, contractors must be required to pay wages not less than once a week. The non-Federal entity must place a copy of the current prevailing wage determination issued by the Department of Labor in each solicitation. The decision to award a contract or subcontract must be conditioned upon the acceptance of the wage determination. The non-Federal entity must report all suspected or reported violations to the Federal awarding agency. The contracts must also include a provision for compliance with the Copeland "Anti-Kickback" Act (40 U.S.C. 3145), as supplemented by Department of Labor regulations (29 C.F.R. Part 3, "Contractors and Subcontractors on Public Building or Public Work Financed in Whole or in Part by Loans or Grants from the United States"). The Act provides that each Contractor or Subcontractors must be prohibited from inducing, by any means, any person employed in the construction, completion, or repair of public work, to give up any part of the compensation to which he or she is otherwise entitled. The non-Federal entity must report all suspected or reported violations to the Federal awarding agency. Attention is called to the fact that not less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this Project, and that employees and applicants for employment shall not be discriminated against because of their race, age, color, religion, sex, national origin, or handicap. The Bidder and all Subcontractors must be qualified for the type of project work specified in order to bid the project, and prequalification's must be submitted by the Bidder and all Subcontractors. The qualification documentation listed in Article 3 in the Instructions to Bidders must be submitted with the Bid. Bidders should refer to provisions of federal and state statutes, rules, and regulations dealing with the prevention of environment pollution and the preservation of public, natural resources that affect the Project. Any Bid received after the time and date specified will not be considered. No bid may be withdrawn for a period of sixty (60) days after the above specified date for receiving, opening, and reading of Bids, except as specifically provided by law. The Lansford-Coaldale Joint Water Authority reserves the right to waive any informality in or to reject any or all Bids, and to delete any item or portion of an item without affecting the Bids on the remaining items or portion of items. The above invitation to Bidders is made for the benefit of the Lansford-Coaldale Joint Water Authority and no rights shall be deemed to accrue to any person making a Bid by reason of the submission of any Bid hereunder or by waiver or non-enforcement of any provision of requirement of this invitation. Any Bid may be withdrawn prior to the above scheduled time for the opening of Bids or authorized postponement thereof. The award of the Contract and the issuance of Notice to Proceed shall be contingent upon the approval of the Performance Bond, Payment Bond, Agreement and the Certificates of Insurance.
