NOTICE TO BIDDERS SEALED PROPOSALS will be accepted by the Franklin Township Board of Supervisors until 4:00 p.m. on Tuesday, July 21, 2026, at the Franklin Township Municipal Building, 900 Fairyland Road, Lehighton, PA 18235 for the following: "2026 Asphalt Seal Coat Project" 87,094 SY of Single Bituminous Seal Coat using a Polymer Modified Emulsion and #8 stone with 1.0% loss by wash. All materials must meet PennDOT Pub. 408 Specifications and Standards. Bidders must be PennDOT prequalified and must supply proof of prequalification. Proposals must be on forms provided by the Township. Proposal forms, specifications and bid information can be obtained at the Franklin Township Municipal Building at the above address, Monday through Friday 7:00am - 3:00pm or by calling Cady Guy, Secretary, at 610-377-1773. Bids must be clearly marked "2026 Bituminous Seal Coat Bid Proposal" or "2026 Road Materials Bid Proposal". All bids must be accompanied by a certified check or bid bond in the amount of ten (10%) percent of the bid made payable to Franklin Township. The successful bidder for the "2026 Bituminous Seal Coat Bid Proposal" will be required to provide a Performance and Payment Bond in the amount of 100% of the contract price within 20 days of the award of the contract. The successful bidders for the "2026 Road Materials Bid Proposal" will be required to provide a Performance Bond in the amount of 100% of the contract price within 20 days of the award of the contract. All bids will be opened publicly at a regular meeting of the Franklin Township Board of Supervisors on Tuesday, July 21st, 2026, at 6:30 p.m., or as soon thereafter as the agenda allows. The Franklin Township Board of Supervisors reserves the right to accept or reject any and/or all proposals or portions thereof, and to delete projects and/or portions of the project depending on budgetary constraints and to waive any technicalities deemed to be in the best interest of the Township.
