NOTICE TO BIDDERS
The Township of Whitehall is accepting bids for the following project:
BID #2026-01: "2026 ADA HANDICAP RAMPS, CURB AND SIDEWALK IMPROVEMENTS, DESIGN BUILD"
Sealed bids will be received at the Whitehall Township Municipal Building, 3219 MacArthur Road, Whitehall, PA 18052, by Lenore Brazier, Purchasing Agent, or her designee, until 10:00 a.m., Local Time, on Wednesday, April 8, 2026, at which time they will be opened, in front of a Township Witness. Late bids will not be accepted.
Bid security in the amount of ten percent (10%) of the bid price shall be submitted with the bid. Additional post-award bonding requirements for this project include a Performance Bond, a Labor and Material Payment Bond and a Maintenance Bond.
In general, the Project involves the 2026 Design and Construction of thirty-six (36) ADA Handicap Ramp Corners along four (4) Project Areas within Whitehall Township. 1) Arlington Knolls Section (21) ADA Ramps 2) Alberta Drive (8) ADA Ramps from Sunset Drive to Georgia Drive 3) Georgia Drive (3) ADA Ramps from Presidential Dr. to Locust Alley 4) Fullerton Section 8th St. (4) ADA Ramps from American Street to Jefferson Street. The Arlington Knolls Section (21) ADA Ramps must be completed by July 1, 2026, in order to allow sufficient time for Street Paving. The remaining sections must be completed by August 3, 2026.
The Contractor is also required to engage the services of a Professional Land Surveyor or Professional Engineer to Survey and Design (36) ADA Ramps for construction compliance with current ADA Standards.
This project is subject to the Pennsylvania Prevailing Wage Act, approved August 15, 1961, P.L. 987 (Act No. 442), as amended and supplemented, and reference is made to the prevailing minimum wage rates applicable to this project which have been promulgated by the Secretary of Labor and Industry.
Bidders shall have at least five (5) years past experience in ADA Ramps concrete curb and sidewalk work.
The successful bidder is expected to be able to start work in May 1, 2026, and shall complete all work by August 3, 2026. Liquidated damages of $250 per calendar day will be assessed to the Contractor for any HC Ramps that are not completed by the August 3, 2026, completion date until its satisfactory completion.

Whitehall Township reserves the right to determine, in its sole discretion, whether any aspect of a bid satisfactorily meets the criteria established in this Request for Bid, to accept either in whole or in part, any one bid or combination of bids, to waive or permit the curing of any immaterial defects informalities or irregularities in a bid as permitted by law, to reject any or all bids with or without cause, and to take any action which the Township deems appropriate. The Township intends to select that bid(s) which, in the sole opinion of the Township is/are most favorable and in the best interest of the citizens of Whitehall Township.

NOTICE IS HEREBY GIVEN that the following Ordinance will be enacted at a meeting of the Borough Council of Lehighton Borough, Carbon County, Pennsylvania to be held on Monday, April 6, 2026 at 6:30 P.M., prevailing time, at the at the Lehighton Municipal Building located at 1 Constitution Avenue, Lehighton, Pennsylvania: the ordinance is entitled "AN ORDINANCE OF THE BOROUGH OF LEHIGHTON, CARBON COUNTY, PENNSYLVANIA AMENDING CHAPTER 213 OF THE LEHIGHTON BOROUGH CODE. A summary of the contents of the Ordinance is as follows:
1. Section 213-77(c) of the Lehighton Borough Code shall be amended designating the emergency routes during a snow emergency. These routes include portions of Bankway, Bridge Street, Coal Street, First Street, Iron Street, Mahoning Street, Ninth Street, North Street, South Street, Ochre Street, Constitution Avenue, Stanley Hoffman Blvd., Sixth Street, Second Street, Third Street and Twelfth Street.
2. Section 23-77(B) shall be amended providing routes upon which parking is restricted during snow emergencies.
The full text of the Ordinance in its entirety may be examined at the Lehighton Borough Municipal Building located at 1 Constitution Avenue, Lehighton Pennsylvania, Monday through Friday during regular business hours.. A copy of the full text of the proposed Ordinance has also been provided to The Times News at 594 Blakeslee Boulevard Drive West, Lehighton,Pennsylvania and the Carbon County Law Library located at the Carbon County Courthouse, Jim Thorpe, Pennsylvania and may be examined there.
